MILFORD BOROUGH COUNCIL WORKSHOP MEETING

ON SEPTEMBER 18, 2018 AT 11:00 AM THE MILFORD BOROUGH COUNCIL HELD A PUBLIC WORKSHOP MEETING IN THE BOROUGH HALL. PRESIDENT FRANK TARQUINIO, COUNCIL MEMBERS ANNETTE HAAR, ADRIANE WENDELL, ROB CIERVO, LUKE TURANO, KATRINA FOSTER, VP MEAGEN KAMEEN, MAYOR SEAN STRUB, TREASURER GREG MYER AND SECRETARY PAMELA AHLSTRAND WERE PRESENT. SOLICITOR JIM SCANLON WAS NOT PRESENT.
*** THIS WORKSHOP WAS ADVERTISED AND OPEN TO THE PUBLIC.
PRESIDENT TARQUINIO CALLED THE MEETING TO ORDER AT 11:04 AM, and opened with roll call and Pledge of Allegiance.
Mayor Strub swore in new Council member Katrina Foster.
Discussion about moving to Sheriff’s office: County to be out by the end of the month. Council discussed painting, cleaning, IT work to be done prior to moving; Mayor Strub to come up with sign concepts; discussed parking.
Budget discussion:
-Borough Office Building (current) – Mayor proposed long term lease, renting for community groups, grants to repair/renovate. Haar asked about tax implications of renting. Council discussed winterizing the building, having it evaluated by realtor, contractor as to value, cost of renovations.
– Council will coordinate cleaning of both current office building and Sheriff’s building
– Generator – Rob C will have it sized (was done previously); Myer said it would be a capital expense, not a budget item;
– Salary discussion – leave to an executive session;
– Insurance – Kameen said to expect increase in health insurance (10% estimate); discussion about checking for new insurance rates, agent- Turano will do. Kameen said she believes the rates they have are “grandfathered” in;
– Roads – discussion about liquid fuels budget.
– Codification project – Wendell to get maintenance fee, figures for new budget; set new fee schedule (not required to change ordinance to change fee schedule);
– With regard to the budget approval process, Kameen would like to have it approved at the meeting on December 3rd. That means the preliminary budget would have to approved on November 5th at the Council meeting, advertised, and then made available for the public to review.
(At 12:19 Council went into executive session to discuss employee issues)

MEETING RESUMED AT 12:35 PM
Discussion about LED lights for street lights; maintenance by MEC of lights. MEC did not like brightness of bulbs. Ciervo explained the difference in brightness; asked some Council members to look at the one sample light; discussion about cost difference, Borough’s responsibility to maintain.

Discussion about committee breakdowns- Wendell suggested “Law & Legislation” just be Zoning, or Law & Zoning.
